According to polls on Trump, you are mistaken. It was a "dog and pony" show. If Shumer needed more votes, he would have gotten them. The Democrats in Congress understood they were in a "no win" position.

The GOP would have brought the same bill up for a vote over and over again, until the Dems relented. And they would give in because the optics would have been terrible.

The result would have given them a black eye, and they could never again bitch if the GOP voted to shut down the government in the future.
