To answer your question, 'No'; however, the House is a member of the Legislative Branch. Nancy Pelosi is not THE House. She is the Speaker of the House. By what Law, Regulation, etc...is the Speaker of the House authorized to dole out Fines?

My question is not to be partisan but a legitimate question about the Speaker of the House's - Not Pelosi's - authority to do this.

She is proposing a rule change, it will be voted on, and if passed implemented. She does not have the unilateral authority to make rule changes or impose fines and she never claimed to have that authority.

What is really sad about this whole situation is that a number of Republicans verbally abused the very same people that last week were laying their life on the line to protect those self-absorbed pompous assholes. One of them even gave his life to protect them. Those Republicans have to be the worst scum that ever graced the halls of Congress. If they can't give a little respect they sure as hell don't deserve any.

Were I a Conservative or GOP politician, I would be demanding the right to defend myself more than ever.
