The goal of a peace treaty between Israel and the Arab Palestinians would be to provide Palestine with their own sovereign nation (or more likely two more sovereign nations), where Arab Palestinians can develop according to their own self-identity and values and system of beliefs.

If that were true, the UN, with US-support (i.e. no veto), could simply decree the West Bank and the Gaza Strip to be sovereign nations. There's no need for a "peace process" to achieve that goal. Make them nations, then work on peace. And, as nations, they'd have more interest in peace with Israel, rather than the resistance they practice now. As it is now, the vile Zionists simply want Palestinians to be passive victims of human rights abuses. They reject the idea of giving the Palestinians having sovereign nation.
