In the last 80 years, the concept of terrorism and its uses has expanded enormously. The two basic perceptions (
the general population holds) of terrorism are (1) "CREDIBLE THREAT" and (2) the use of violence to the degree that it is a "CRIMINAL."

Well, that is a matter that has yet to be determined.
