I envision huge embankments complete with trees, a wide road, public parking for access to the water, even slips and piers. And do you envision on how to pay for all of that? One point here is that levees are constructed with maximum levels of the prior storms in mind. Unfortunately, those storms are nor what we will be getting in the future. For every degree of warming in the atmosphere, it will hold 7% more water vapor. But that water vapor only stays for 10 days or less, so the usual dumping places for that water get a lot more than in prior storms.
