The Founders envisioned a country much different from what we have today. The States were the predominant governments, with the national government was limited in its powers and scope, doing only those things that made sense for the group of mini-countries: print currency, establish a post office system, maintain an army and navy, manage patents and copyrights, and so on.
To limit the growth of the national government, they even prohibited income taxes, an innovation that did not come around until 1913 - and with considerable controversy.
The fundamental problem we have now is that we have two completely different views of what the National Government ought to be: Conservatives prefer the limited government envisioned by the Founders, and Liberals want a national government that has the power to do ANYTHING that they believe is a good idea, regardless of what the Constitution says.
And as George Will has pointed out many times, most Americans want a big, generous Federal government (like the Liberals), but only want to pay for a niggardly, minimalist Federal government (like the Conservatives).
Which cannot work.
