For me, a racist is someone who holds to the idea that one ethnic group is inherently superior to another and discriminates against people based on that assumption. While my conscience is clear, in answer to the OP, it depends entirely on who is making the accusation, a policeman, I'd be a concerned 6; a troll on an internet forum, meh, 0-1.
