In Lexington KY they did it on the entire University Of KY campus.

If they ban smoking at the Cleveland Zoo, will the poor Chimps have to go out into the parking lot to have a Marlboro? What about on the days it is raining? What then? I don't think this is very fair. Next thing you know, they won't let the poor Chimps have a cold beer either.
