The excuse has GOT to be that registrar staff needs to be fired. If 20% of precincts in Maricopa lost one or more tally machines in the INITIAL HOUR or two of voting -- there's no excuse for that other than the VALIDATION or SET-UP the day before is insufficient or just not DONE RIGHT.

These machines are sequestered. THey REQUIRE VALIDATION. Just because you turn off them and go to bed shouldn't produce anywhere NEAR a problem like that.

There's also the issue of "running out of paper" at many precincts reported nationwide. This makes me think the Muppets are running the election.
