the 2nd law of physics explains that.it will when around a colder object.I observed the ice didn't radiate, the spoon didn't get warmer. therefore radiation wasn't present from the ice. If you have proof that ice doesn't radiate "proportional to the fourth power of its absolute temperature" you should post that proof.
Ice does radiate though. That's the whole point.
How does the ice know if a colder object is nearby?
