Nope. It allowed increased eligibility in specific instances for low income Americans to get health insurance through Medicaid coverage. It was up to individual states to avail themselves of the opportunity to get more residents covered.

If criminals decided to commit fraud in order to rip off taxpayers that's on them. Perhaps if R's spent some time working on improving the ACA instead of killing it, and in so doing taking health insurance away from millions while offering no alternative to the ACA, fraud could have been reduced.

As an aside, the regime's focus on fraud is a transparent attempt to justify cutbacks to Medicare/caid which it enacted despite trump promising not to during the campaign. Another broken promise.
