Virtually all of Western Europe is in that position. Maybe not England and not Germany. But that's it. They are pathetic over regulated over taxed socialist shit holes. And they are failing by every demographic measure as the Muslims take over.

many of those countries have incorporated severe austerity measures to. For some odd reason the U.S. didn't go down the same road and we have fared much better.

In the legislation that created the EPA there is a provision for Congressional oversight. IN other words, the legislative branch is by law in control of the EPA. POTUS has no legal authority to change that.
