Look at the huge problems within the black community and you will understand that something needs to be done. Our cities are war zones as they're killing each other...50% of all murders are committed by blacks and 90% of that is black on black.

$200 million? We are taking away a black person's will to work with all this free stuff. Outrageous. A few years ago white bankers were in trouble and only got $800 billion from the gubermint, no strings attached.

Sadly, this move won't bring anyone out of poverty and will just serve to continue the disturbing trend.
The left throws money at a problem, sees that it gets worse and then they throw more money at it, all the while ignoring the root cause of the problem.
This is nothing more than meaningless gesture to gin up support by convincing his base that he cares. It's not going to do squat, like most liberal policies, but it will make people feel good and that is all that matters to liberals.
It would be great if a government program costing only a few hundred million would actually stop the out of wedlock births, heal the broken families and make the youth understand that there can be dire consequences for their actions. Sadly, it won't. The parents won't change and neither will the entitlement mentality that encourages stupidity. You can tell them what they should do, but without consequences for their actions, don't expect them to apply anything you teach.
A strong family is what helps children succeed. Having parents who at least graduated high school and one that works is what provides a role model for children. Can parents even catch up to where they should be, let alone their children? Parents have to be involved with their children, from teaching them at home to being supportive of the school. Parents can sit all day and smoke or do drugs. Parents have to do more than nothing but collect welfare to show their child what potential is. It might be too late, so how do you teach children to ignore what their parents did and seek out a different path? It's hard because children learn more from watching their parents than anything else.
What we have is single moms who don't have their shit together and children who are doing poorly in school, dropping out of school, committing crimes, getting pregnant and otherwise being stupid because no one is really looking after them. Most of the young people who do this stupid shit come from single parent homes. Not that it can't happen in the best of circumstances, but the statistics are clear. Single parents on welfare, with no accomplishments, are sending out children that will end up being a burden instead of contributing to the community.
How does Obama think offering yet another program is going to make a difference? There are no conditions to people receiving welfare. No expectations of self-improvement. And that is what's needed in all too many cases.
It probably is good that he is focusing on the black youth, though there are whites in the same predicament. He should focus strictly on troubled youth in general instead of dividing by race yet again. Of course, he specializes in keeping the races separate, so I don't expect him to reach out to whites.
Reforming welfare and increasing expectations from people instead of increasing the money spent would probably help more, but some are so firmly set in their ways that they won't change.
Changing things for the next generation would mean getting parents to change their attitude and I don't know how that can happen. The left created this vicious cycle, so we keep seeing a new generation starting off with the same disadvantages and it's getting harder and harder to deal with.
But, as always, the left will throw money at it, make some unrealistic promises and hope the focus moves on to another subject.

Just throwing money at a situation doesn't work. All Obama has proven, is we throw money at problems and nothing changes. If putting money into these programs helps, I'm all for it, however, it changes nothing.
Tough to spend money if it doesn't yield results.

It's illegal to make a law giving preference on the basis of race.
Doesn't matter if it's black, white, asian, hispanic, etc.
