IDK what is true or not about the stats on this one, but new programs can take awhile to build traction. I know our local court refuses to participate in our state funded drug court program. One of the judges told me it was because to do so would require that they order/authorize people to use methadone and other alternative drugs and they felt that some of the drugs were just as bad as the others for addiction. Said substituting addictions achieved nothing.
