down here they get a license but also have to pass the driving test and show proof of Ins. and registration if they own a car....the license is also marked as not to be used for Federal ID purposes...

My Social Security card (which I will bet you a dollar to a donut is older than you are) says this at the bottom of the card - FOR SOCIAL SECURITY AND TAX PURPOSES - NOT FOR IDENTIFICATION

Yet nowadays - you are asked for your SS card (pretty much) every time for ID for a job, for a loan, for pretty much anything. So, so much for the Federal ID thing.
