He's not say illegal aliens can or should vote; he's pointing out people who vote are American citizens and those who have family members or friends who are here illegally should not refrain from voting out of fear that those family members or friends might be caught because they, as American citizens themselves, voted. He goes on to point out the importance of them voting because as voting America citizens, they speak for their family members and friends who can't vote because they're here illegally.

He even points out that as illegal aliens, they don't have a voice as they can't legally vote.

You gotta be a special kind of stupid to not understand that.
