Well, it would help to have the actual New York Times article. And, while they are saying that the border is at a "breaking point", it's because they don't have the facilities to adequately deal with the policies of Trump and the number of people coming across the border.

They aren’t “conceding” anything mindwars. Understand these people have no soul and their followers are sheep. Turning their coat isn’t something that will cause people with no morals to question the powerful who they worship. Whatever works is what they will try.
What they are saying is “it doesn’t matter what you want and Trump can’t help you. We will swamp you...with or without Trump your country is over”.

It’s a tactic designed to instill hopessness and a return of power to the ruling elites. You can see it here as soulless zombies swing from “haha Trump can’t get a wall” to “oh my God the racist Trump is building a wall!”

Today the English are being told by the very elites who are digging in their heels against Brexit “look the Tories can’t even deliver you Brexit against us”
