The 14th already says who....ALL PERSONS born on our soil...but it also gives exceptions....only those persons subject to our jurisdiction...

So lets examine who the exceptions are, who are not subject to our jurisdiction when they are on US Soil....

- Foreign diplomats and Ambassadors and their family members with them, along with any foreign Royalty themselves are not under or subjects to our jurisdiction. Under International and US Law, these people above, have what is legally called, Diplomatic Immunity, and are not under our govt jurisdiction, if they commit a crime, they are not held or tried in the US, they are not under our jurisdiction to prosecute them...they are whisked up and returned to their foreign country. The foreign country may be able to prosecute them for any egregious crime committed.

-another group of people who are not under our govt jurisdiction, are wartime foreign enemy soldiers and family who even may be living on our soil...that is self explanatory...they are subject and under command by their foreign govt, not our govt and laws.

This would not be common today.

- at the time, native American Indians on a reservation were not subject to our laws and governing, but under the jurisdiction of tribal leadership, under a treaty or agreement signed with them.

Everyone else were subject to the laws within their state and federal governments.

Visitors, tourists, legal immigrants, illegal immigrants, citizens by birth or naturalized, British, French, or Spanish resident's child born here, etc etc etc....were all under US jurisdiction and had to and have to, answer to our laws...abide by them or if they break them, they can be charged and tried for the crimes by our govt in a court of law, given all legal protections like due process, Habeas Corpus, Miranda rights etc. that citizens get.

We gladly subsidize the very wealthy who move the jobs they are supposed to be creating for Amercans out of the country and yet we get steady bitching from idiots about somebody getting the pennies that go out for welfare. And illegals don't get it, even though they contribute 100 billion in taxes to this country.
Who do you think was funding the NGOs that you claim to have run? The rich make large donations to them to get tax benefits.
