This looks like a job for Resume Man!
First, no HR manager is the final word on who gets hired. Resumes are sorted by Applicant Tracking Software that chooses the finalists based on keywords. An HR manager would look pretty silly eliminating the first 20 or so resumes to get to the first black person.
Most companies hire new staff by a committee. In my last job search, I was interviewed by the Owner, HR Manager, Inventory Manager, and CFO in the first round. The second round included the Operations Manager, an Engineer, and a purchasing person.
SO honestly, I can't see how your imaginary black HR person could eliminate all the white applicants and not get caught.
Now, what we DO know is that studies have shown that people with white sounding names are more likely to get callbacks than people with non-white sounding names. Greg always gets a callback before Jamal.

Of the more than 300,000 members surveyed, 44 per cent also reported witnessing swastika graffiti at their schools, while 39 per cent have been subjected to Nazi-related comments.
One Jewish teacher even reported having students shout 'free Palestine' at them 'on multiple occasions', while, in another instance, someone shouted 'f*** the Jews'.
Meanwhile, members of teaching staff recalled instances where they had been told 'it's not racist to say Jews are rich - it's just a fact', while others said they had been assumed to be Israeli, rather than British.
