They are under no obligation to do so...but I think if it were to be made public, and good deeds should not be, I'm positive that most of the people you mentioned have given what they can to help. In fact some of the millionaires you mentioned are probably in the health care business (or their spouses) and are risking their lives everyday going into hostpitals and dealing with the crisis. Million dollars is not what it used to be. In a city like New York you can eat through a million dollars very quickly.

So when you say "contribute" you really mean taken by the government under threat of force right?

And someone with a 1 million dollar net worth might not have very much in liquid assets so chances are he'd have to liquidate something in order to "contribute"

Yes the rich and ultra rich are extremely important to our economy. They are also the ones in the best position to make a difference in this time of crisis for New York. Some already are which is fantastic. The poor and middle class have been blindsided by this virus and are dealing with home schooling and possible job losses.
