Cases are not all the same. If its determined that it was cold blooded murder with evil intent, yes. But many 14 year olds don't have the understanding or control that an adult has or should have. There is not one age that all kids suddenly understand right from wrong and learn discipline and self control. So the law needs to accommodate for this and require thorough and deep psychiatric evaluation submittable as evidence.
