Lets repair and fund infrastructure, Science, R&d,reform education, period.
Let's not because
none of those are the legal, constitutional responsibility of the federal government. You don't get to break the law cupcake just because you chose a field that doesn't translate in the private sector. If you want to "fund" R&D and science - then
you finance it. Stop being so damn selfish and cheap. And stop trying to fleece the American tax payer.
Period.
They all appear to fall under the category "general welfare", IMO.
Thankfully your
opinion does not make the law. The "General Welfare" clause applies to the 18 enumerated powers
only. That is a 100%
fact. Here is Thomas Jefferson himself (you know - author of the Declaration of Independence and founding father of this great nation):
“Congress had
not unlimited powers
to provide for the general welfare,
but were restrained to those specifically enumerated; and that, as it was never meant they should provide for that welfare but by the exercise of the enumerated powers, so it could not have been meant they should raise money for purposes which the enumeration did not place under their action” -
Thomas Jefferson (June 6, 1817)
“[We]...declare to be most false and unfounded, the doctrine that the [Constitution], in authorizing its federal branch to lay and collect taxes, duties, imposts, and excises to pay the debts and provide for the common defense and general welfare of the United States,
has given them thereby a power to do whatever they may think, or pretend, would promote the general welfare–
which construction would make that of itself a complete government, without limitation of powers.… The plain sense and obvious meaning were that they might levy the taxes necessary to provide
for the general welfare by the various acts of power therein specified and delegated to them, and by no others. –
Thomas Jefferson (December 24, 1825)
That could not be any more cut & dry and crystal clear. Exact dates are included for you to verify for yourself. If the federal government actually had power to "promote the General Welfare" - they would have unlimited power. They could just claim that
everything was "to promote the general welfare". It's an absurd and disingenuous claim by liberals because they don't like the limitation of power.
