You don't get to break the law cupcake just because you chose a field that doesn't translate in the private sector. If you want to "fund" R&D and science - then you finance it. Thankfully your opinion does not make the law. The "General Welfare" clause applies to the 18 enumerated powers only. That is a 100% fact. Here is Thomas Jefferson himself (you know - author of the Declaration of Independence and founding father of this great nation):

That could not be any more cut & dry and crystal clear. Exact dates are included for you to verify for yourself. If the federal government actually had power to "promote the General Welfare" - they would have unlimited power. They could just claim that everything was "to promote the general welfare". It's an absurd and disingenuous claim by liberals because they don't like the limitation of power.
Kind of hypocritical from the guy who OK'd the Louisiana Purchase, whose words don't have the force of USSC decisions and didn't take part in the writing of the Constitution.

He attempted to make the Louisiana Purchase the legal responsibility of the federal government - he was denied by Congress. His words carry a 1,000x's the weight of your beloved Supreme Court because they have absolutely zero authority to interpret the Constitution itself, and the entire Constitution was designed around Jefferson's concepts, writings, legislation he introduced in the Virginia legislature, all introduced by his protégé James Madison (and others).

Becks shortsighted views, along with other GOP big wigs, will result in a Hillary victory. Pouting is in no way going to help the GOP and the end result will be the most liberal Supreme Court ever. Conservatism will be effectively destroyed for the rest of our lifetime.

Why should anyone "help" the GOP? They act like hard-core liberals. I don't "help" hard-core liberals. When the GOP actually starts acting like conservatives, they won't need any help.

I love Carson and voted for Cruz. Both have a place in a Trump administration. Cruz to the SC. Carson... well you tell me. What would it take to unite the party?

So that would obviously dictate that education is the single most critical factor to moving from lower class to middle class and middle class to upper class. So obviously Utah must spend a fortune on education - right? Wrong.
The state has not invested a lot in fighting poverty, nor on schools; Utah is dead last in per-pupil education spending.
We'll based on these two indisputable facts - then Utah must be among the lowest in "upward mobility", if not dead last. Wrong again.
But things look a lot better in Salt Lake City, which economists Raj Chetty, Nathaniel Hendren, Patrick Kline and Emmanuel Saez identified as having the highest rates of absolute upward mobility in the nation. So I went to Utah to discover its secrets and assess whether they could be exported.
So this hard data supports everything about the conservative ideology and proves that everything about the progressive ideology is 100% false. Their biggest success is addressing poverty through charity - most notably the (Mormon) church. Just as conservatives have been saying for the past 100 years.
