Every response he makes to critical issues is "perfunctory," meaning he is simply going through the functions of being president. Notice that almost every sentence he utters when making these speeches ends with an upward inflection, meaning it carries little weight. He seems to be only ticking off "talking points" and to feel nothing very strongly until he gets well rehearsed. It's as if most of these critical issues don't inspire any passion in him. Contrast his recent comments to the comment about Skip Gates and the Cops, in which he said we'd all agree that the cops acted stupidly. Even that seemed to be an anticipated moment and not very extemporaneous.
