And many times, they are filled by people that don't need emergency care. That is why we are seeing more and more rapid care facilities open up, or the ability to go see a PA at a pharmacy for other ailment types. ERs should be for actual 'Emergencies', and not because you have a cough or you sprained your ankle.The emergency rooms of cities are filled every night.

JACHO requires an ER to take anyone in, regardless of their ability to pay for services rendered. They don't care if you are bleeding out from a bullet wound. They will wait until it is too late in those countries. Here, you get attention ASAP if you get shot.
Okay, I think I see your point. Clinics are not required to take in patients who can't pay whereas ERs have to, which leads the ER being filled by people who don't need emergency services.
