While killing a leader may be legal in war, we didn't declare a war, doing so through treachery is a war crime under the Hague Regulations. Japan's surprise attack, the surprise attack itself isn't a war crime, initiating a war without a declaration (like Pearl Harbor) can fall under the separate, rarely prosecuted category of "crimes against peace" or "aggression".

I just realized that I overlooked the part about not only did Trump say that there would be no new wars, he said that there would be no more wars with him as president period.
