Trump didn't have "full control" of anything. Speaker Paul Ryan sabotaged him from nearly day one, declaring that he wasn't going to seek reelection and basically serving as a lame duck.

So let's look at Trump's actions regarding China. Initially, he PRAISED Xi's efforts to contain the virus.

Then when it looked like it wasn't being contained so easily, he banned Chinese nationals from entering the US. He didn't stop other nationals from coming back from China, and not surprisingly, the first US Case was a Chinese-American who was visiting family in Wuhan.

What a bunch of dumbasses. We all could have worked together and gotten through covid so much quicker, too bad the CDC had been allowed to degrade over more than a decade.

Trump was in charge of the CDC. That kind of makes it his fault.
