Just what do you think the multiple changes he made on the implementation of Obamacare were? As soon as he signed that into law any changes had to made by Congress not the President. Now he's threatening to do the same with the executive order on immigration something he does not have the authority to do if you doubt that he does not have the authority I suggest you check out the multiple times in different speeches where he states Congress has to change the laws he doesn't have the authority to do it that he is a President not a king that this is not how our system works. The proof is out there the question is are you willing to see it?

Congress writes the laws but the Executive branch is responsible for implementing them. Bush jr signed EO's instructing government to ignore parts of laws he didn't agree with a couple of hundred times during his administration and you never whined about any of those.

Obama has the authority to instruct government how and when to implement the laws passed by Congress. He did so with the ACA and he will do the same thing with Immigration. Simply by altering the focus from one area and onto another he can make something happen or not happen.

Presidents have been doing this for a very long time now and it is perfectly Constitutional. Nothing is being "expanded" so your whine stems from your own ignorance.

You've got your facts reversed. Obama's EOs are subverting the law. Delaying implementation of Obamacare until after an election is rewriting the law. That's just one example. He's about to change immigration law. Not deporting illegals is NOT implementing the law.
