The Global South - certainly has more bizarre and autocratic leaders - then the Global North. Which is logical since they have 2-3 times the amount of States then the Global North.
I would not agree to the term human-rights "haters". Their cultures and religions simply do not share the "definition" nor the hypocrite usage of Human rights, propagated by the Global North.

That's why I always have to laugh if someone points out India, as a "next" economic or military power. Their caste system simply doesn't allow for it. So TACO trying to get them in his boat is laughable - aside from making big personal financial gains for himself or his family.

I would say, it doesn't matter to him, as long as they are autocratic and willing to make a buck with him, on his terms.
So he will continue to try and raise trouble with autocratic, economic and military underdogs - e.g. Venezuela, Cuba, Panama, Myanmar, Saudi-Arabia, etc, whilst trying to get at China.
