She was the head of EMS, and while I find plenty of references to being with "FDNY for 31 years" it doesn't describe if she went through the fire academy or not.

I have a friend who's been a 911 operator with the local FD/emergency services district for 25+ years. Great person, but I would not consider her capable of leading a metro fire department.
