The man went up to ICE officers with a camera phone. It’s ICE that is going up to the people with their guns and threatening their lives.

Someone at DHS put out a statement that made it seem like the man approached them brandishing a gun but that’s not what happened.

He was a U.S. citizen who was dragged to the ground, his legally carried weapon was taken from his holster by a masked gunman, and he was fired upon about 12 times from point black range in broad daylight. The 6 "officers" (unconfirmed) were the only threat.
If it is true he was a US citizen and had a license to carry a gun, then he must have been very stupid or very crazy to resisted federal officers. Nevertheless, the agents wouldn't have stopped him unless they had an arrest warrant for him, so their actions were legal and they did exactly what any police would have done if they had an arrest warrant for him.
