There were several people in the PGO accused of various forms of corruption. Some illegal, some legal. The accusations against Shokin were not of crimes; but of being too soft on prosecuting crimes. The policy above which applied to Shokin was, "That means it must investigate and successfully prosecute corruption and asset recovery cases," because he wasn't going after oligarchs. The other part about, "including locking up dirty personnel in the PGO itself," was because he wasn't going after the Diamond Prosecuters in his own office.
