Drug dealers. They'd launder dirty money by buying expensive pieces of property like cars or TVs or even houses. So once they thought cops were getting ready to bust them....they'd spend all the money on property and then sell the stuff later once cops backed off.

Like it or not that's the basic idea of it. It got WAY out of hand as most government programs eventually do. Glad it's going away.
 
That makes Nebraska the third state to pass some kind of requirement of a conviction before the police can seize your property. The fact that this blatant violation of our Fourth Amendment rights was ever allowed in the first place is the real travesty. Another casualty of our wasteful and foolhardy War on Drugs, but thankfully that wall is starting to crumble.

The issue will come when the cops bust say a major crack dealer house and find $750,000 in cash.....as well as crack and guns. Where does the $$$ go? They won't have a conviction yet. And if they leave the money....it's gone. Obviously drug money.

And the motivation for selling is the $$$. If they don't take the $$$....the incentive to sell crack gets BETTER.

Tricky subject matter. But I think it does more harm than the alternative so stop doing it and figure out something else.
