Ethics sanctions against Newt Gingrich
Here’s the nub of the Democrats charges against Newt Gingrich: There were eighty-four ethics charges, most of which were leveled by House Democratic Whip David Bonior, filed against Speaker Gingrich during his term,
including claiming tax-exempt status for a college course run for political purposes.
Eighty-three of the eighty-four were dropped. However, Gingrich agreed to admit to providing inaccurate statements during the probe over the college course and further agreed to pay $300,000 for the cost of the investigation, despite denying the charges over misuse of tax-exempt funds. The House Ethics Committee concluded that inaccurate information supplied to investigators represented "intentional or ... reckless" disregard of House rules.
Special Counsel James M. Cole concluded that Gingrich violated federal tax law and had lied to the ethics panel in an effort to force the committee to dismiss the complaint against him. However, the full panel refused to reach a conclusion about whether Gingrich had violated federal tax law and instead decided to leave that finding up to the IRS.
In 1999, the IRS cleared the organizations connected with the "Renewing American Civilization" courses under investigation for possible tax violations.
Gingrich, unable to borrow the fine money from banks, turned too his old friend Bob Dole to borrow part of the $300,000, but the D’s saw that as a conflict too. (Here’s the NYT on that subject:

In a further attempt to get Gingrich, a couple in Florida actually (“accidentally” and illegally) recorded a conversation of Gingrich and John Boehner (and other R, leaders) on a cell-phone. Gingrich had been required by the ruling of the Ethics committee to not speak to any other House members on the subject of the decision to accept a reprimand from the ethics committee in exchange for the committee’s pledge not to hold a hearing. The recording was passed to James McDermott who accepted it and attempted to use it to destroy Gingrich.
McDermott,
then a member of the ethics committee, disclosed it to the media despite rules barring him from doing so. In 1998, Boehner filed suit against McDermott for disclosing an "illegally intercepted" call under the Electronic Communications Privacy Act.
In April 2008, a federal judge ordered Mcdermott to pay nearly $1.2 million in penalties and legal fees to Boehner, settling the decade-long legal dispute.

The charges against Tom Delay? They were just more of the same; a rogue district attorney in Travis County, Texas named Ronnie Earle. He's quoted as saying if he wanted, he could convince a grand jury to indict a ham-sandwich. He's said that he's indicted as many Democrats as Republicans, but the key is that all those he's indicted are first of all Conservatives. In the political climate of Texas, before Delay was able to reshape things to fit the new political demographic situation post census (as is requred to be done) - his sin which was at the source of his problems - you had to have the D Party label to get elected; hence conservative Democrats had to be put down along with any Republicans.
