What "lackeys"? Trump replaced almost everyone except FBI Director who Trump saw as thumbing the election scale by T-bonning Hillary's campaign a week before 2016 voting.
Certainly he replaced DHS secretary at the start of his term, who lasted less than 2 years before he fired her in 2019.
