It could not legitimately done by mere legislation. As the right for women to vote was affirmed by the Nineteenth Amendment to the Constitution, it can only be taken away by again amending the Constitution.

I think people made that comment in regards to he's a regular guy. I prefer a test of voters to make sure they have an idea of how our country runs, the policies, the candidates before they are handed a ballot. That would solve more of our voting problems in this country.
