It will always come down to how you determine wealth, regardless of how it's measured, whiners will always whine.The way I see this is that a 1% increase to the highest earners would destroy the narrative against him that "Trump is for the richest", while at the same time he cuts taxes for everyone else. Also, he can defend his tariffs as being at least a partial replacement of lower taxes.
Just my opinion. I always prefer lower taxes for all but politically it would help. Considering he cut taxes for corporations and is cutting regulations deeply, this would work and the wealthiest can't complain. Capital flight risk occurs anyways, another 1% isn't going to change this.
I recall a billionaire in Germany saying that he supported higher taxes for him and his friends. His reasoning? "I'd rather be wealthy in a rich country than wealthy in a poor country".
