In point of fact, Hitler (and Stalin and Mao) didn’t perform the actual murders, personally.

They created a system where their students low rank subordinates did the actual deeds. Naturally, that doesn’t alleviate those monsters (Hitler, Stalin and Mao) from having clear responsibility and guilt.
