The fact is that there never was a Union of Socialist Soviet Republics (USSR). Russia conquered different territories and installed puppet governments to run the territories and provided muscle/military to keep the local populations obedient. Not one territory freely chose to join the Union (USSR).

The fact is that dominating weaker territories made some Russians feel important. It fed their ego and not much more.
