Straightforward logic dictates that have the initial authority on legislation regarding the budget and spending does not mean that the House can pass those acts on its own.

If the GOP House passed a comprehensive budget bill this very hour, it wouldn’t avert a “shut down” because the Dim controlled Senate wouldn’t tolerate anything approximating fiscal responsibility.
