I am not deflecting it onto the poor. The poor have reasons to stay that way. and there is an economy within our economy in those areas affected. Just like the Military/Industrial complex we have a Poverty/Poverty serving complex. And the costs to sustain people in that way are rising more and more. This nation has genuflected to improve things. And more and more resources including reparations are on the table.
