The idea that people will "learn (not force) tolerance" is laughable. You're asking white people to give up their white privilege and share power because it's the right thing to do.
Without legislation and enforcement, it's NEVER going to happen.

In the UK teachers have to teach tolerance, and people get more tolerant because school has tolerance, football teaches tolerance. Doesn't mean everyone gets tolerant though.
In Germany and Austria you have West Germany taking all the blame for WW2, and they are much more tolerant. Yes, there was a certain amount of legislation, banning the Nazi salute, but it's also banned in Austria and they can super racist.
What made the difference was education. West Germans were educated to make sure WW2 never happened again. Austrians were education as if it weren't their fault and the East Germans were told to be good Communists.

This is the main far right party in Germany. The NPD or now called Die Heimat. (The homeland).

Tolerance is evidence in the former West Germany and completely lacking in the former East Germany.
