The point is that Knopp wanted to correlate Russia's response to Ukraine, to the US' response to Cuba. Something that only works if you simple blow past the fact that the reason the US responded as they did was that Cuba was receiving nuclear weapons to be stationed in country while the US delivered conventional low impact weapons to Ukraine.

There was no violation of the chain of command. The joint chiefs give their opinion in the wisdom of a course of action. Trying to dissuade a president from starting an unnecessary war is not outside their job.
