A False Claim About Illegal Immigration and Medicaid

A House-passed reconciliation bill would reduce federal funding to states that provide state-funded health insurance to people in the U.S. illegally, resulting in 1.4 million people losing coverage, according to a preliminary Congressional Budget Office analysis. But President Donald Trump and Republican lawmakers have wrongly cast the bill as removing these immigrants from Medicaid.

Medicaid is a joint federal-state government program that provides health coverage for low-income individuals and families. People living in the U.S. illegally are not eligible to receive Medicaid benefits other than for emergency medical services.

“A state funded program is by definition not Medicaid,” Leonardo Cuello, a research professor at the Georgetown University McCourt School of Public Policy’s Center for Children and Families, told us in an email.

But in a May 16 Truth Social post encouraging Republican lawmakers to support the wide-ranging House budget bill, which makes changes to Medicaid and extends expiring income tax cuts, among other things, Trump said the legislation would remove from Medicaid “millions” of people illegally residing in the country.

To be sure, the middle class gets help temporarily, but over the longer run, the middle class will be worse off.

False. If the 2017 tax cuts expired, most taxpayers would see a modest increase in taxes, but nowhere near the 68 percent Mr. Trump cited.

This is exaggerated. The bill creates deductions for tips and overtime, but those breaks are temporary. And its tax reductions for Social Security benefits are even more limited.

This is exaggerated. Mr. Graham has a point that Medicaid has grown substantially in recent years, but spending on Medicaid still remains significantly below that of Medicare. Moreover, his rejection of characterizing the bill’s Medicaid provisions as a “cut” is a familiar semantic argument in Washington, but ignores the effect on beneficiaries.

That applies to every penny the state claims to spend on Medicaid patients, and it includes administrative costs such as high salaries for administrators, new buildings, new equipment, and plaques honoring the politicians who ordered the new buildings and equipment.

That nine-to-one match encourages the state to allow everyone who applies on Medicaid and to actively advertise for people to apply. No wonder the system has become bloated and unworkable.
