As someone who served in the IL ARNG back in the 1980s, I couldn't imagine a worse idea than sending out the guard to do law enforcement.
They aren't trained for it. (except maybe the MP Units, more on them in a second).
Your Average Guard unit gets maybe one day a year of Civil Disturbance Training. I recall that my unit lacked sufficient batons and face shields, so they had to train one platoon at a time.
The one thing I do remember, though, was a very thoughtful Officer who told us, "If we are out on CD duty, you have to remember that those are not the enemy out there. Those are your fellow citizens, they are damned angry about something, and they have every right to be."
Now, the few MP Units we have MIGHT Be good for the roll. I think we had two companies of MPs when I was in, but my memory is foggy after 40 years. The problem there is that most of the guys in those units are cops in the civilian world, so you are really robbing Peter to pay Paul.
