Shelbyville is mostly white and is the county seat. That combination usually means little to no poverty.
My guess is that the poorest in town have been promoted into thinking the data center is bad and those promoters (whoever they are) likely paid for the signs.

More real estate used for data centers, means less real estate for homes, thereby driving up prices for the resources used
