If children of ethnicity X have a really, really, really more difficult time understanding math than do, say, most Asian or Caucasian students, then there must be a reason.

If truth be known, some Republicans favor integrated public schools, and some Democrats (especially the wealthy) prefer that their children attend mostly Caucasian private schools.

(There was once an American President whose two daughters did not attend Washington, D.C., public schools -- because of security reasons, we were told.)

I'll dispense with the most obvious first: Mathematics is the purest subject there is. When done correctly, mathematics never lies. You can't build large skyscrapers and large bridges, as well as other large structures without knowing higher mathematics and I do think that if your occupational goal is to work in a field that doesn't necessitate higher mathematics, you shouldn't have to take the subject. There's absolutely nothing racist about it.
Now, on to the more complicated issue of why many blacks don't do well in mathematics (you will notice that I said, "many," not all, or even the majority).
When many black students were bussed/placed in high-performance schools, they encountered advanced algebra, geometry, trigonometry and calculus, some did well with it, while others, not so much. According to teachers, they claimed that despite their best efforts, the black students weren't grasping it (the higher mathematics) and their solution was "let's dumb it down." Take that factor, add in a lack of a two-parent household and negative peer-pressure and the end result won't be good for the student.
The problem with our educational system is that it's more of an assembly-line process of "one-size fits all," which is detrimental to the student. As individuals we all learn better utilizing different techniques. The inner-city areas need more proactive, innovative teachers for students there.
