Radiation levels on Mars would require habitats to be heavily shielded so underground makes a lot more sense.

Mars lack of an robust protective ionosphere means that atmosphere and liquid bodies of water will be stripped away by solar radiation.

However, it is technically possible to create a magnetic shield by placing incredibly large magnets (20K Gauss) at Mars' Lagrange points or creating a plasma ring by ionizing surface material of Mars' moons.

That is the first step to creating a shirtsleeve atmospheric environment on Mars.

This is technology for a couple of centuries from now but ... imagine the possibilities
