You are partially correct. No, Putin does not wish to reestablish the USSR. That was one huge money pit. And he would have to relinquish some powers for it to form. But he is doing what Fascists do and that is to expand usually through violent methods. He is as much a Fascist as Hitler and Mussolini were and using the same methods. The NATO was created to prevent the world domination and strife caused by the USSR. That threat isn't a threat today. It's a fact. The reasons that Putin and his cronies stated was the purpose of invading Ukraine, not one single one of them stands scrutiny. But when you figure out that he needs a deep water port in the Black Sea area then it makes sense. Ukraine had one so he just took it in 2014. Then he got greedy and went after the Ukrainian Water.
