Nothing in the constitution says such a thing. Each state can decide for itself if it wants to expand the franchise beyond constitutionally protected rights. For example, if the state wants to set a minimum voting age of 12 that is its prerogative, but setting a minimum age of 20 would be unconstitutional. If a state wanted to permit legal alien residents to vote, that would also be is prerogative.
