1) cars get confiscated, they get donated to the needy in a special program,
call it "thugs to hugs"
2) driving rights get revoked for 10 years
3) strict curfews get set for violators, violations have strict consequences involving fines and time (volunteering community service) repeat offenders jail
4) parents can be sued by the city for damages or expenses
Do this and it stops, period.
